Statewide to 2024, California Department of Justice

Statewide, the California Department of Justice counts 104,057 DUI arrests in 2024, 5.6% below its count for 2021, the last year with a county table.

Driving under the influence arrests of adults (felony and misdemeanor) and juveniles (felony), as the Department of Justice counts them. Boat DUI and duplicate cases are included, which the Department of Motor Vehicles removes, so these run 0.15% to 0.63% above the county total in 2019 to 2021. It is a separate line from the county total above, not extra years of it: the county table ends in 2021, and no later county table with DUI arrests was found.

Click a year on any plot to look at that year in the county view.

The state’s rate divides its arrests by its residents, all ages, because the Department counts arrests of any age, juveniles included. It uses the Census Bureau’s July 1, 2021 estimate for every year, so a rate for an earlier year is only approximate.

What it shows

Shows the DUI arrests that law enforcement agencies in each California county reported to the Department of Justice, as the California Department of Motor Vehicles prints them in its annual DUI reports, year by year from 2014 to 2021. The year view shows the state total, its rate per 100,000 residents and the change from year to year, and can set up to two counties beside each other; under it, the Department of Justice’s statewide count runs on to 2024, drawn apart from the counties’ total. The county view ranks every county for a year by its count, with each county’s own line beside its bar. Select a county for its figures, its rank and its share of the state. A county is where the report assigns the arrest, not where the person lives, so the chart gives counts and no county rates. The county table ends in 2021, the newest year the Department of Motor Vehicles has published, about four years after the year it covers. The Department of Justice counts boat DUI and duplicate cases that the Department of Motor Vehicles removes, so its statewide count runs 0.15% to 0.63% above the counties’ total in the years both give, and it has no county table.

How to read it

  • The line is the state total: the sum of its 58 counties. Click any year to look at that year in the county view.
  • The state’s rate divides its arrests by all its residents, because the Department counts arrests of any age. It uses one population estimate, July 1, 2021, for every year, so a rate for an earlier year is only approximate.
  • The panel under the change bars is the Department of Justice’s statewide count, to 2024. It is a separate line, not extra years of the county total: the counties end in 2021.
  • In the county view, bars rank the counties for the chosen year by count, and the small line beside each bar is that county’s own range over all the years: compare shapes, not heights. Search narrows the list.
  • There is no county rate and no ranking by rate. A county’s count is where the report assigns the arrest, so it says more about where police make arrests than about who lives there.
  • Arrests are not people, and the counts reflect enforcement effort as well as behavior.

  5. 1.5

Coverage. Arrests for driving under the influence of alcohol and/or drugs (adults and juveniles; felony and misdemeanor), by county, from Table 1 of the Department of Motor Vehicles' annual reports of the California DUI Management Information System (2018, 2020, 2021, 2022 and 32nd reports, three years each). Population: U.S. Census Bureau, county population estimates, Vintage 2025, July 1, 2021 estimate, all residents and residents 18 or older.

  6. 1.6

Caveat. The newest year is 2021. The Department of Motor Vehicles' 32nd annual report (October 2025) is the last to publish arrests by county; no later county table with DUI in it was found (the Department of Justice's open arrests file puts DUI into 'all other' felonies and one misdemeanor total).

  7. 1.7

Caveat. Counts are arrests reported to the Department of Justice by individual agencies, with boat DUI and duplicate cases removed, not people. Some agencies' errors or omissions leave arrests uncounted.

  1. 1.8

Caveat. A county's figure counts the arrests the report assigns to that county, which is not where the person lives. The counts include juveniles (329 of 110,017 statewide in 2021).

  2. 1.9

Caveat. Population is the Census Bureau's estimate for July 1, 2021 (county population estimates, Vintage 2025 series), the newest data year, not a DMV number. The same figure is used for every earlier year, so a rate for an earlier year is only approximate.

  3. 1.10

Caveat. The statewide count to 2024 comes from a second source (the Department of Justice). Read it as the same trend, not as extra years of the county series: the two definitions differ by boat DUI and duplicate cases.
